2020/07/28

On July 28th, Ambassador Yao Jing called on Deputy Chairman Senate of Pakistan, H.E. Mr. Saleem Mandviwalla, briefed him on China’s Hong Kong’s national security legislation. Mr. Jiang Han, the political counselor of the Chinese Embassy was present.

Ambassador Yao Jing informed Deputy Chairman of Senate the background of Hong Kong’s national security legislation, emphasizing that Hong Kong is a special administrative region (SAR) directly under the Central Government of China. As the highest authority in China, the National People’s Congress of China has the power and responsibility to enact the law to establish and improve the legal system and enforcement mechanism safeguarding national security in Hong Kong in accordance with the Constitution and Basic Law of HKSAR. The Law of the People's Republic of China on Safeguarding National Security in the HKSAR is aiming at a very small number of people splitting the country, subverting state power, organizing and carrying out terrorist activities, and external forces' interference in Hong Kong affairs. It doesn’t affect the rights and freedoms enjoyed by Hong Kong residents in accordance with the Basic Law of HKSAR. The promulgation of the Law of the People's Republic of China on Safeguarding National Security in the HKSAR will lead Hong Kong society back on track, and is of great significance for upholding and improving the "one country, two systems", safeguarding national sovereignty and security as well as Hong Kong's prosperity and stability.

Mr. Mandviwalla said that it is Pakistan's cross-party consensus to adhere to the one-China policy as always. As the highest authority in China, the National People's Congress of China has the power to formulate laws for Hong Kong to safeguard its national security. Pakistan fully understands China's position and actions in safeguarding national sovereignty, security and Hong Kong's prosperity and stability. Hong Kong affairs are China's internal affairs, and the Senate of Pakistan firmly opposes any interference by external forces in this regard.
